What’s Changing.

If you’re listing Off-plan Primary units, you can no longer use blanket or project NOCs to create your Trakheesi permits. From now on, you must request an NOC for the exact unit you want to list.

How It Worked Before

Previously, you could:

  • Get unit details (size, unit number, price) from the developer, Genie map, or other sources.

  • Create a Trakheesi permit using:
    • A marketing ad (listing screenshot)
    • A blanket or project NOC from the developer

  • Upload your listing without the permit showing the unit number or size.

The New Requirement

Only unit-specific NOCs will be accepted.

  • Your Trakheesi permit must be created with the NOC for that exact unit.

  • If the permit doesn’t match the specific unit, portals will reject the listing.

Agent Action Steps

Get the exact unit details from the developer or verified sources.

  • Request an NOC for that specific unit from the developer.

  • Create the Trakheesi permit using that NOC.

  • Upload your listing — ensuring the permit and unit match.


If the permit doesn’t have a unit-specific NOC, the listing will be rejected and won’t go live on the portals.

Why It Matters

This change tightens compliance on off-plan advertising and ensures only verified, unit-specific listings go live. It also helps maintain portal quality and protects buyers from inaccurate ads.
